Summary:

The Deputy Regional Shelter Operations Manager supports day-to-day operations, guest services, and community engagement at MCCAC's Gloria Center, The Annex, and the Hood River Shelter. This role focuses on promoting stabilization, safety, and transitioning houseless individuals to permanent housing. Responsibilities include coordinating staff activities, scheduling, serving as an on-call emergency contact, and directly collaborating with guests to provide peer support, resource navigation, and housing casework. Building trusted relationships with guests is crucial for positively representing the agency and supporting guests in securing permanent housing after their stay at a MCCAC shelter unit.

Essential Duties and Responsibilities:

Operations & Administration – General (35%)

· Work shifts at The Annex and emergency shelters as needed.

· Follow crisis protocols and accurately document incidents.

· Implement CDC and health guidelines to ensure safety.

· Oversee supplies, meal coordination, and scheduled activities.

· Support guest meetings and assist Shelter Operations Manager.

· Liaise with local businesses regarding guest-related concerns.

· Lead emergency responses in the absence of the Operations Manager.

· Act as lead for emergency shelter operations.

· Assist with hiring and supervision of Hood River Shelter staff.

Gloria Center Operations (25%)

· Work shifts and enforce health, safety, and crisis protocols.

· Conduct unit inspections and manage site logistics.

· Serve as on-call emergency contact when needed.

· Lead emergency shelter activations and staff responses.

· Support seasonal hiring and staff oversight.

· Facilitate bi-weekly client meetings and oversee case management.

· Lead operations during severe weather shelter activations.

The Annex Operations (10%)

· Support daily operations, crisis response, and inspections.

· Manage supplies, meals, and activity coordination.

· Coordinate staff schedules and professional development.

· Act as primary emergency contact on-site.

Supportive Services & Casework (20%)

· Build supportive, trauma-informed relationships with guests.

· Conduct housing casework and assist with housing plans.

· Connect clients to community resources and culturally responsive services.

· Facilitate Rent Well classes and employment support.

Community Relations & Compliance (10%)

· Maintain positive relationships with guests, landlords, and community partners.

· Represent MCCAC and advocate for guest housing needs.

· Enter and manage client data in HMIS and case platforms.

· Ensure compliance with grant reporting and funding requirements.

Qualifications & Skills:

· Ability to manage a team and coordinate staff schedules effectively.

· Knowledge of best practices in non-congregate shelter operations.

· Demonstrated abilities in emergency shelter services, housing services, street outreach, client advocacy, equity and racial justice, and/or homeless services delivery.

· Certification as a Traditional Health Worker (Peer, Community Health Worker) preferred or willingness to obtain.

· Organized, accurate and concise with attention to detail

· Proficiency in Microsoft Office and ability to adapt to new technological platforms.

· Well-developed team-building and problem-solving skills.

· Strong understanding of crisis management and health protocols.

· Effective communication skills and ability to build rapport with diverse populations.

· Commitment to equity, racial justice, and culturally responsive service delivery.

· Cultural competency and experience working with diverse partners.

· Commitment to MCCAC’s equity-centered practices.

· Demonstrated ability to support culturally responsive organizations and individuals with lived experience of houselessness or poverty.

· Ability to travel. Infrequent overnight and out-of-area travel for training opportunities and conferences. Frequent local travel within MCCAC’s service area.

· Valid driver’s license and current insurance required.

Education & Experience:

· Minimum of a High School diploma or GED equivalent.

· Experience in homeless shelter management and operations.

· Experience supervising a team preferred.

· Experience working in homeless or social service programs, and/or lived experience navigating such programs (including mental health, substance abuse, parent of a child with unique needs, physical or mental disability, culturally specific community resources)
