MCCAC Launches Capital Campaign to Secure a Permanent Home for the Hood River Shelter
Mid-Columbia Community Action Council (MCCAC) today announced the launch of a capital campaign to secure a true, long-term home for the Hood River Shelter. The campaign marks a major step toward ensuring on-going, stable shelter services for community members experiencing houselessness.
Hood River Shelter Overview
Initially launched as a grassroots community effort, the Hood River Shelter has provided critical support and services since 2010. The shelter is now a program of MCCAC and for the past five years has been open 24/7 during its winter operating season, allowing shelter guests to stabilize, connect with supportive services, and successfully transition from shelter into housing placements.
Hood River Shelter operations are possible through the support of community partners and volunteers, local government and faith communities, local restaurants, and funding from state, local, and private partners. With operational funding now in place through Oregon's Statewide Shelter Program, MCCAC will operate the Hood River Shelter year-round starting fall 2026. Year-round operations will give shelter guests and staff the time needed to stabilize, build trusting relationships, and bridge the gap in housing recovery, working toward a future where everyone in the community has a safe and stable place to call home.
A Two-Phase Capital Campaign
MCCAC is initiating a capital campaign to secure a true long-term location for the Hood River Shelter with supportive services integrated on site. The campaign will be carried out in two phases over the next three years. Phase 1 will focus on site purchase and establishing shelter operations at the new location. Phase 2 will focus on site redevelopment, with plans to accommodate on-site offices for MCCAC staff and community partners, along with space for additional services to support shelter guests, creating a mini-Navigation Center in Hood River.
"For years, our community has come together to make sure the Hood River Shelter could open its doors each winter, but a shelter that is open just part of the year can only do so much," said Leslie Naramore, Executive Director of MCCAC. "This campaign is about giving shelter guests and staff a stable place to do the deeper work of housing recovery, and giving our community a true, long-term solution instead of a temporary one."

The Hood River Shelter provides benefits to both shelter guests and the broader community. For community members experiencing houselessness, the shelter meets basic needs and allows people to stabilize, engage with housing case management and other supportive services, and work toward a transition to long-term, stable housing. MCCAC Inicia Campaña para Conseguir un Hogar Permanente para el Refugio de Hood River
Mid-Columbia Community Action Council (MCCAC) anunció el inicio de una campaña de recaudación de fondos para conseguir un hogar permanente y a largo plazo para el Refugio de Hood River. La campaña representa un paso importante para garantizar servicios de refugio estables y continuos para las personas de nuestra comunidad que viven sin vivienda.
Acerca del Refugio de Hood River
El Refugio de Hood River comenzó como un esfuerzo comunitario y, desde 2010, ha brindado apoyo y servicios esenciales. Actualmente, el refugio es un programa de MCCAC y, durante los últimos cinco años, ha permanecido abierto las 24 horas del día, los 7 días de la semana durante su temporada de invierno. Esto permite que las personas que se hospedan en el refugio tengan mayor estabilidad, se conecten con servicios de apoyo y puedan avanzar exitosamente del refugio hacia una vivienda permanente.
El funcionamiento del Refugio de Hood River es posible gracias al apoyo de organizaciones comunitarias y voluntarios, gobiernos locales, comunidades de fe, restaurantes locales y fondos provenientes de fuentes estatales, locales y privadas.
Gracias al financiamiento operativo del Programa Estatal de Refugios de Oregón, MCCAC comenzará a operar el Refugio de Hood River durante todo el año a partir del otoño de 2026. Mantener el refugio abierto todo el año dará a las personas que se hospedan allí y al personal el tiempo necesario para lograr mayor estabilidad, establecer relaciones de confianza y avanzar en el proceso hacia una vivienda permanente. El objetivo es trabajar hacia un futuro donde todas las personas de nuestra comunidad tengan un lugar seguro y estable al que puedan llamar hogar.
Una Campaña de Recaudación en Dos Fases
MCCAC está iniciando una campaña de recaudación de fondos para conseguir una ubicación verdaderamente permanente y a largo plazo para el Refugio de Hood River, donde también se puedan ofrecer servicios de apoyo en el mismo lugar.
La campaña se llevará a cabo en dos fases durante los próximos tres años. La Fase 1 se enfocará en la compra de la propiedad y en establecer las operaciones del refugio en la nueva ubicación. La Fase 2 se enfocará en renovar y desarrollar la propiedad para incluir oficinas para el personal de MCCAC y organizaciones comunitarias aliadas, además de espacios para ofrecer servicios adicionales a las personas que utilizan el refugio. El objetivo es crear un pequeño Centro de Navegación y Servicios en Hood River.
"Durante años, nuestra comunidad se ha unido para asegurar que el Refugio de Hood River pueda abrir sus puertas cada invierno, pero un refugio que solo está abierto durante una parte del año tiene limitaciones" comentó Leslie Naramore, Directora Ejecutiva de MCCAC. "Esta campaña busca brindar a las personas que utilizan el refugio y a nuestro personal un lugar estable donde puedan realizar el trabajo más profundo necesario para avanzar hacia una vivienda permanente. También busca ofrecer a nuestra comunidad una verdadera solución a largo plazo, en lugar de una solución temporal."

El Refugio de Hood River beneficia tanto a las personas que necesitan un lugar donde quedarse como a toda nuestra comunidad.
Para las personas que viven sin vivienda, el refugio ayuda a cubrir necesidades básicas y proporciona un lugar donde pueden encontrar estabilidad, recibir apoyo de manejo de casos de vivienda, conectarse con otros servicios y trabajar hacia una vivienda estable a largo plazo.
